What is the PALNV Coalition?

The PALNV Coaliton is becoming a signature part of PALNV along with Rescue Bank..


The PALNV Coalition provides assistance to the animal welfare community in the form of donated pet food, delivered to PALNV through our primary partner Rescue Bank. To receive the pet food, the 501(c)(3) organizations must join Rescue Bank at RescueBank.org. PALNV then distributes the food to pre-qualified organizations based on demonstrated need and verified census. This allows animal welfare organizations to transfer part of their food budget to much-needed services such as spay/neuter, vet services, facility maintenance or improvement, adoption events, etc.

Who can apply?

  • Tier 1:  Animal welfare organizations that have a valid, non-revoked IRS Determination Letter establishing their 501(c)(3) status, 
  • Tier 2:  Groups that are not a 501 but rescue and offer pets for adoption,
  • Tier 3:  Organizations that do not have pets available for adoption, but have assistance services,
  • Tier 4:  Individuals and organizations that participate in TNR 
  • Tier 5:  People pantries i.e. Churches, Rescue Mission, Salvation Army
  • Tier 6:  Municipalities

can apply for pet food assistance though this website. A group applying under a Group Exemption or using an alternate name (for example “Doing business as…”) must submit the relevant documents as described by the IRS or state/local authorities. Animal welfare organizations include: Rescues, Feral Cat TNR organizations, Shelters, Sanctuaries, and Pet Food Pantries.  

Who benefits?

Our goal is to supplement the food used by all 6 Tiers, as resources allow, that demonstrate their ability to make a difference in our community and work collaboratively with others. As our Coalition grows we intend to have pet medical services, adoption events (4 a year) and other benefits that will assist our members. 

How does it work?

  • Organizations can apply to our Coalition through this website to become a member. Tiers 2-6 must be a member of PALNV Coalition. Tier 1 must be a member of Rescue Bank. PALNV screens applicants for criteria such as non-profit status, spay/neuter policy, adoption pages, and their criteria for care of their animals.  PALNV either accepts or declines each application, based on our posted criteria.
  • Rescues, organizations/groups meeting PALNV's criteria are placed in our data base for food distributions.
  • When food is available, rescues, organizations/groups will have food allocated based on the species, size and number in their care. PALNV will determine an equitable distribution of the food, based on the ASPCA  and Rescue Bank criteria.
  • Because we are part of Rescue Bank and are charged a freight charge there will be a .12 per pound charge for redistribution of the food received by PALNV. Example: a 50# bag of pet food would cost $6.00.
